2025 NSGP Applicants: Award decisions have not yet been released by FEMA for the 2025 NSGP application period. HLS recently received information from FEMA that subawards will be announced soon. HLS will let all 2025 NSGP applicants know their application’s status as soon as FEMA informs our agency of their decision.

Nonprofit organizations—including places of worship, community centers, and educational facilities—are often considered "soft targets" and face a growing threat of extremist and terrorist attacks. A soft target is a place, buildling, or group of people that is vulnreable to attack because it lack robust security measures and is easily accessible.
The Nonprofit Security Grant Program (NSGP) is a competitive federal program, administered by the Wyoming Office of Homeland Security (WOHS), designed to help protect Wyoming's most vulnerable nonprofit organizations.
This grant provides funding support for target hardening, physical security enhancements, and security training to integrate nonprofit preparedness activities with broader state and local security efforts.

The NSGP is a crucial resource for eligible organizations across the state. We encourage all who qualify and are at high risk to apply!
Funding Source: 100% Federally Funded (U.S. Department of Homeland Security/FEMA)
Cost Share: None. There is no match or cost-share requirement for this grant.
Focus: Physical security enhancements (e.g. reinforced doors, cameras, lighting) and security-related planning, training, and exercises.
Performance Period: FY 2025 Awards run from September 1, 2025 through August 31, 2028 (36 months).

To be eligible for NSGP funding, an organization must meet these two critical criteria:

Be described under Section 501(c)(3) of the Internal Revenue Code (IRC) and exempt from tax under Section 501(a).
*Note on religious organizations: The IRS does not require places of worship (churches, synagogues, mosques, etc.) to formally apply for 501(c)(3) status; they are automatically considered exempt if they meet the requirements. These organizations are generally exempt from providing recognition of exemption.

Be able to clearly demonstrate through the application that the organization is at a high risk of a terrorist or other extremist attack.

Any project supported by NSGP funds involving construction, modification, or ground disturbance must be reviewed for its impact on historic properties and the environment before work begins.
Examples of projects that require EHP review:
Ground Disturbance: Trenching for cameras/conduit, concrete work, erecting fences, or pouring pads.
Building Modification: Drilling holes in interior or exterior walls for security equipment (e.g., cameras, access control), construction, or remodeling.
Successful applicants will be notified by WOHS if the project requires an EHP review.
The Reimbursement Process
The Reimbursement Process
All NSGP awards administered by WOHS are reimbursement-based.
This means subrecipients must first purchase allowable project products, equipment, and services using their own funds. That is, subrecipients purchase allowable project products/equipment/services first, and are then reimbursed following the submission of a completed reimbursement request through ZoomGrants.
