RAVE

In close coordination with Enterprise Technology Services (ETS), Administration & Information (A&I), the Wyoming Highway Patrol (WHP), and WYDOT, Homeland Security is leading the implementation of the Rave Panic Button emergency system across state facilities and for all state employees.

This life-safety measure will be implemented to ensure that every state employee has immediate, direct access to emergency response and 9-1-1 dispatch during critical incidents and to provide building and agency-specific messaging.

This application will be downloaded on all state-provided cell phones, and employees will have the option to install the app on a personal phone if they do not have a state phone or they may want it installed on both phones. Installation of this app on a personal phone does not require installation of the Google Device Policy; it is like any other app you would install on your phone with no connection to state systems at all.

The Rave application also allows us to provide functionality based on your geo-location, or the building that you are normally associated with. The application will not track your movements in real time,  but will add additional team member notifications if a panic button is pressed within your facility. The only time the app uses the phone’s location is when the button is being pressed.

Next steps:

1.       We will need a designated point of contact (POC) for your agency that Marcus and other Homeland Security staff will work with on this project. This information will be collected through this link: https://sprw.io/stt-Kxsnh. 

2.       The team will work with you and your POC to:

a.       Identify staff members by building location

b.      Install the app on the selected phone(s) (employees will individually complete a survey to identify phones for app installation and provide the phone numbers)

c.       Complete training for use of the app

d.      Assist with an exercise of the system for you and your staff

This project will be implemented in phases. We will not be implementing this for all agencies at the same time. Our goal is to reach every agency by the end of the year; so, your assistance is greatly appreciated!

We will begin with the Capital Complex (Capital building and the Herschler Building) then continue to move out to other facilities. For those of you in the Capital or Herschler Building, please complete the POC form by September 18th. 

For other agencies and buildings across Cheyenne and across the state, please complete the POC form by September 30, 2026.
