Pre-Disaster Mitigation (PDM) Grant Program

The PDM Grant is a mitigation grant intended to reduce community vulnerability to disasters and their effects, promote individual and community safety and resilience, and promote community vitality. Funding is allocated annually by congress and is available nationwide.

Open/closure date
The PDM Grant application period is currently open.

Eligible applicants (governmental jurisdictions) are encouraged to collaborate with community members, consult their local mitigation plan for locally-prioritized mitigation projects, and submit a completed Notice of Interest Form ASAP and no later than October 31, describing their proposed mitigation project. The Notice of Interest is the initial step in a multi-step application process. PDM-Eligible mitigation projects will be granted access to eGrants, a FEMA web-based grant application system. Completed applications must be submitted via eGrants by the end of the day December 31, 2018.

This grant provides up to 75% federal funding. At least 25% non-federal match is required. Matching funds may be cash OR soft/in-kind OR a combination of cash and soft/in-kind.

Who is eligible?
Eligible applicants include local governmental jurisdictions (cities, towns, counties, special districts with taxation authority) and state agencies. Eligible applicants must have participated in local mitigation planning efforts and have a current FEMA-approved mitigation plan.

Assistance available
Just over $235 million is available nationwide in PDM federal grant funding for mitigation projects. Of the $235 million available, $575,000 is set aside for each state. $575,000 is available for mitigation projects in Wyoming, with additional mitigation project funding available for mitigation project applications which successfully compete with other projects across the country. $4 million is the maximum federal funding available per project. Funding may be used to complete mitigation projects on public land (not federally-owned) or on private property of willing project participants.

Eligible mitigation projects will demonstrate their cost-effectiveness and include, but are not limited to: Projects which develop mitigation strategies and obtain data to prioritize, select & develop community mitigation projects for future funding; Infrastructure protective measures; Utility protective measures; Water & sanitary sewer system protective measures; Localized flood control to protect critical facilities; Floodwater storage & diversion; Storm-water management; Aquifer storage & recovery; or other projects which reduce risk to any natural hazard (e.g., seismic, wildfire, landslide, wind, flood, drought)
